Commander is where Zur, Eternal Schemer does his real work — enchantment-heavy builds in Esper colors have the density of cheap auras and constellation payoffs to make his keyword grants matter from the first few turns. In 60-card formats like Modern and Pioneer he's legal but sees essentially no play: five mana for a do-nothing-on-entry creature is too slow without the redundancy and synergy density that Commander enables. Legacy and Vintage have access to him but have no reason to look; those formats don't want a five-mana enchantment synergy lord when faster wins are available. Oathbreaker is the one other format where Zur, Eternal Schemer is worth a conversation, particularly as a signature spell target or a companion piece to an enchantment-focused planeswalker, but Commander remains the clear home.
