All Will Be One turns every counter you place on an opponent's permanent into a free Shock to the face — or to any target — making it a passive damage engine that scales with whatever counter synergies you're already running. The five-mana cost is real, but commanders like Ob Nixilis, Captive Kingpin and The Red Terror make the payoff immediate enough that it rarely sits as a do-nothing enchantment for long.

All Will Be One is a Commander card through and through — the counter synergies it rewards are deep and widespread in the format, and the five-mana cost is far less punishing across a 40-life game. In competitive Modern and Pioneer, five mana for a do-nothing enchantment that requires a specific counter-placing shell is too slow and too conditional to see serious play. Legacy and Vintage have the raw speed to make five mana prohibitive for anything that doesn't win immediately. Oathbreaker can support it in the right planeswalker-counter shell, but Commander is where All Will Be One actually earns its slot.
