Central Elevator // Promising Stairs is legal across every major constructed format but has found essentially no traction outside Commander, where enchantment-matters decks can actually exploit it. In Standard and Pioneer, the payoff is too slow — a 3/3 for two mana is fine, but the saga structure means you're committing multiple turns before the creature side does anything meaningful in a faster environment. Modern and Legacy simply have better options at every step of the curve, and the double-faced saga-into-creature design doesn't slot cleanly into any established archetype in those formats. Commander is where Central Elevator // Promising Stairs earns its slot: enchantress builds run high enchantment counts, reward incidental creatures, and play at a pace where the counter-accumulation on Promising Stairs can actually close games.
