Nahiri's Resolve is a Commander card — full stop. The rebound mechanic shines over multiple turns in a long game, and protecting a wide board of creatures from a sweeper is maximally relevant in multiplayer, where someone always has a Wrath of God. In competitive 1v1 formats like Modern and Legacy, a two-mana instant that doesn't advance your board state or interact with the opponent's is too slow and too situational to earn a slot. Pioneer and Oathbreaker follow the same logic: fine if you're attacking with a board and opponents are threatening wraths, irrelevant otherwise.
