Commander is where Zur the Enchanter does its real work — as a commander it's been a staple of cEDH and high-power tables for years, reliably assembling Necropotence, Rhystic Study, or hard locks like Stasis on the second or third turn of attack. In the 99, it serves as a redundant tutor in any Esper enchantment shell. Legacy and Vintage allow it, but a three-mana 1/4 that needs to connect in combat to do anything competes poorly with the raw efficiency of those formats' existing tutor suites.
