Vesuvan Duplimancy turns every single-target non-Aura spell you cast on a creature into a token factory, duplicating the target as a shapeshifter copy each time — the payoff is enormous and the setup cost is just keeping it on the battlefield at three mana. The catch is that it does nothing without a steady stream of pump spells or cantrips targeting your own creatures, which is exactly why Ivy, Gleeful Spellthief decks treat it as a centerpiece rather than a support card. If your deck already casts targeted spells on its own creatures, Vesuvan Duplimancy is a slam include; if it doesn't, it's a dead enchantment.

Orvar, the All-Form
Orvar, the All-Form already wants a board full of instant and sorcery spells targeting its own permanents, and Vesuvan Duplimancy layers a token onto each of those activations, effectively doubling the permanent count every time Orvar does what it was going to do anyway.

Otrimi, the Ever-Playful
Otrimi, the Ever-Playful builds around mutate, and Vesuvan Duplimancy generates a copy of the targeted creature each time a mutate spell resolves on it — more bodies means more mutate targets and a wider board to threaten with.

Vesuvan Duplimancy is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it has found a meaningful home almost exclusively in Commander. In competitive 60-card formats it's too slow and too reliant on a critical mass of targeted spells to slot into established strategies — three mana for an enchantment that needs further investment is a liability when the game can be over by turn four. Commander is the format that can actually feed it: longer games, more instants and sorceries targeting your own creatures, and commanders like Ivy, Gleeful Spellthief or Orvar, the All-Form that are built around the exact trigger condition Vesuvan Duplimancy demands. In Oathbreaker it can function in the right shell, but the 20-life starting total and faster clock make the setup harder to justify.
