Commander is where Ivy, Gleeful Spellthief earns her keep — the format's singleton rule concentrates single-target spells, and any table running Auras, Swords, or mutation will hand her free copies throughout the game. In Legacy and Vintage she's legal but fringe; those formats move too fast for a two-mana creature that needs a target to do anything. Modern and Pioneer see occasional Aura-combo builds where she acts as a redundant copy effect, but she's not a staple in either. Oathbreaker is a genuine home since the signature spell fires repeatedly and Ivy copies it every time.
