The cost is a four-mana legendary that paints a target on itself — but shells built around Sensei's Divining Top or helmed by Kasla, the Broken Halo treat that as a feature, not a liability.

Commander is where Kykar, Wind's Fury lives — the token-and-mana engine scales with the volume of noncreature spells a 99-card deck can throw at it, and the four-player format gives you time to rebuild after removal. In Legacy and Vintage, Kykar is legal but largely ignored; four mana is a steep ask in formats that win on turns one through three, and the payoff requires a board state to matter. Modern and Pioneer have the same problem: four mana for a value engine that needs more spells to function is too slow against linear aggro and efficient interaction.
