Commander is where Orvar, the All-Form does its best work: a singleton environment full of powerful permanents means each copy trigger is high-value, and the infinite-mana lines with Peregrine Drake are easy to assemble over a long game. In Legacy and Vintage, it's legal but competes with formats that end too quickly for a five-mana do-nothing-on-entry legendary to matter. Modern and Pioneer are the same story — Orvar is clunky at five mana in environments where the game is often decided by turn four.
