Concordant Crossroads is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is overwhelmingly where it sees play. In Legacy and Vintage the symmetrical haste is exploitable in theory, but faster, more broken options exist and the card rarely surfaces in those formats. Commander is its natural home: the game's longer turns create creature-storm and tap-engine lines where giving your whole board haste on the turn you go off is the difference between winning and passing priority into a wrath. In Oathbreaker it functions similarly, though the smaller game state makes the symmetry slightly more dangerous.
