Sanctum Weaver is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but Commander is the only format where it's genuinely powerful. In Legacy and Vintage, a two-mana 1/1 that produces one green on tap is too slow against the format's actual threats, and enchantment density is rarely high enough to make the ability meaningful. Modern enchantress shells exist at a casual level, but Sanctum Weaver competes poorly with faster mana production and dies to the format's ubiquitous removal before it generates meaningful value.
