Estrid, the Masked is a Commander card through and through — the enchantment synergies she rewards take several turns to assemble, and the payoff (infinite planeswalker activations via The Chain Veil) is a fair-game win condition in a 40-life multiplayer format. In Legacy and Vintage, where she's technically legal, a five-mana planeswalker with no immediate board impact doesn't survive long enough to matter against the interaction density of those formats.
