Commander is where Indulge // Excess earns its slot — the split-card structure means it occupies one deck slot while covering two distinct game states, and the token-into-combat-trigger line is especially potent in Naya and Jund token builds. Legacy and Vintage are legal home formats, but neither has a realistic home for it; the token rate is below par for those power levels and the Excess trigger resolves too slowly to matter. Oathbreaker is the other format worth watching, since lower starting life totals make the unblocked-damage engine on Excess close out games faster than it can in Commander's 40-life context.
