Commander is where Indulge // Excess earns its slot — the split-card structure means it occupies one deck slot while covering two distinct game states, and the token-into-combat-trigger line is especially potent in Naya and Jund token builds. Legacy and Vintage are legal home formats, but neither has a realistic home for it; the token rate is below par for those power levels and the Excess trigger resolves too slowly to matter.
