Rising of the Day gives every creature you control haste and pumps your red creatures for two mana — a permanent Fires of Yavimaya effect stapled to a lord, for an enchantment that costs less than most ramp spells. Krenko, Mob Boss and The Master, Multiplied both want this badly: tokens that enter and can immediately attack or activate are categorically better than tokens that wait a turn.

Rising of the Day is a Commander card in practice — the format's multiplayer dynamics and token-centric commanders are exactly where a two-mana permanent haste enabler generates the most leverage. In Legacy and Vintage it's legal but irrelevant; those formats end before a slow enchantment provides meaningful returns, and neither format is hungry for this effect. Modern is the one constructed format where it's legal and theoretically playable, but Goblin-style aggro already has better options and the enchantment is too fragile and slow for a format that ends on turn three or four. Oathbreaker shares enough of Commander's go-wide token DNA that Rising of the Day sees real play there too.
