Commander is where Jetmir, Nexus of Revels belongs — the format's slower clock and multiplayer board states mean a wide token deck can reliably hit nine creatures, and the pump plus keyword package ends games in a single combat step. In competitive-leaning pods he's a finisher in the 99, not a commander, because five mana is too slow for a go-wide payoff that doesn't generate its own board presence. In Legacy, Modern, and Pioneer he's technically legal but functionally irrelevant — those formats punish five-mana do-nothings that require an existing board, and better go-wide finishers exist at lower costs. Oathbreaker is a reasonable fit if the signature spell tutors tokens efficiently, but Commander remains the format that rewards what Jetmir, Nexus of Revels actually does.
