Demonic Tutor carries two restrictions that explain its format status: it costs only two mana, and it puts the card directly into your hand rather than onto the battlefield or the top of your library. That combination — cheap, unconditional, no downside — is why it's banned in Legacy and restricted to a single copy in Vintage. Commander gives it a pass because the singleton rule and four-player politics naturally dilute the power of one guaranteed tutor; finding the perfect card once is strong, but it doesn't generate the repeated, game-warping consistency that makes it oppressive in 1v1 formats.
