Commander is where Capture of Jingzhou belongs — extra turns are maximally punishing in a multiplayer setting where a single uncontested turn can lap the entire table. It's legal in Legacy and Vintage as well, but five mana at sorcery speed has never been competitive in those formats, where Time Walk variants at one or two mana dominate. Oathbreaker is the one non-Commander 60-card format where it sees occasional play, again purely as a value piece in slower, spell-focused builds. Everywhere else — Modern, Pioneer, Standard, Pauper — it's simply not legal.
