Steps

  1. Whenever a land enters the battlefield, it enters as a 1/1 creature due to Urborg and Kormus Bell.
  2. Activate the creature with Viridian Longbow and Thornbite Staff attached by tapping it, dealing 1 damage to the land.
  3. The land dies as a state-based action due to having zero toughness.
  4. The creature triggers, untapping itself.
  5. Repeat as desired for each land an opponent controls, and whenever a land enters the battlefield under an opponent's control.

Variations

Cheaper, tighter, alternate lines

Basilisk Collar replaces Viridian Longbow if deathtouch is available as a redundant kill condition, though the Longbow is the cleaner fit given the 1/1 toughness floor. Any creature that can equip both pieces works as the host, but indestructible or hexproof options like Darksteel Colossus or Sigarda, Host of Herons protect against the obvious answer of removing the creature to break the lock.
