Twinning Staff turns every copied instant or sorcery into two copies instead of one, stacking immediately on top of any copy effect you already have — Narset's Reversal becomes obscene, and Anhelo, the Painter's casualty trigger suddenly doubles its own output. The two mana to activate is the real cost, and it compounds fast in a long game.

Twinning Staff is a Commander card through and through — the two-mana activation is slow enough that it needs the long game to generate real value, and multiplayer tables give it the time. In Vintage and Legacy it's legal but effectively invisible; spell-copy strategies in those formats want faster, cheaper enablers and don't have the luxury of a three-mana artifact that sits idle until activated. Oathbreaker is the one other format where Twinning Staff has genuine legs, since Oathbreaker decks often center on a single signature spell that begs to be copied repeatedly. Everywhere else, the card simply isn't in the conversation.
