The setup cost is real: the enchanted creature has to survive a turn, and Psychic Puppetry aside, you're leaning on existing creatures rather than dedicated enablers.

Commander is where Dual Casting actually gets work done — spell-slinger decks with a reliable creature to host it can chain copies every turn cycle, and the enchantment's low mana investment fits naturally into proactive red or Izzet builds. In Legacy and Vintage it's legal but invisible; the formats are too fast and too stacked with efficient interaction for a two-card, setup-dependent enchantment to compete. Modern has the same problem at a slightly lower power ceiling — you can run it, but nothing about the format rewards this style of incremental copy generation. Oathbreaker is the sleeper home: a copy-spell commander with Dual Casting as a signature spell equivalent creates a tight, focused game plan from the start.
