Compared to Talrand, Sky Summoner, which rewards you with a 2/2 Drake, Anhelo hands you a full copy of the spell for free, making him one of the highest-ceiling spell-doubling commanders in the format.

Anhelo, the Painter is a Commander card through and through — the zone where a three-mana 2/3 deathtouch can sit in the command zone and warp your entire deck-building philosophy around casualty. In Legacy and Vintage, where he's technically legal, the powered-up spell density makes him intriguing in theory, but those formats have no commander mechanic and no reason to build around a fragile three-drop when faster engines exist. Oathbreaker is the one 60-card variant worth mentioning: pairing Anhelo as your planeswalker's signature spell commander equivalent could generate absurd value, though the format's smaller community limits how often you'll test it. Commander is where he belongs, and where spell-doubling at no extra mana cost is genuinely broken.
