The five-mana enchantment asking 1U per trigger is too slow and mana-intensive for competitive Constructed formats like Modern, Pioneer, or Legacy, where dedicated token strategies or spellslinger payoffs simply get there faster and cheaper. In Commander, that calculus flips: the redundancy of a permanent that fires all game long from a single investment is exactly the kind of incremental advantage multiplayer rewards, and blue-heavy spellslinger commanders generate enough spell density to make the 1U activation feel cheap by mid-game.
