Call to Mind sees almost no play in Legacy, Modern, or Vintage, where dedicated recursion like Snapcaster Mage does the same job attached to a body and for less setup cost. Commander is where Call to Mind actually lives — spell-slinger decks that want redundant access to a finisher or a key draw spell will find it serviceable at worst. It's legal in Oathbreaker too, and the tighter 60-card singleton pressure makes cheap recursion slightly more meaningful there than in the 100-card format.
