Raiders' Spoils turns every attacking Warrior into a card draw trigger, which is exactly what tribal aggro needs to avoid running out of gas in the mid-game. The four-mana cost is real, but in Warrior-dense builds — especially Zurgo, Thunder's Decree and token-flooding shells like Skittering Precursor — the enchantment pays for itself within two or three attacks.

Raiders' Spoils is a Commander card — full stop. Warrior tribal has the density and the repetitive combat steps to justify a four-mana enchantment that drips card draw over multiple turns, and multiplayer tables give it the time to accrue value. In Legacy, Modern, or Pioneer, four mana for a slow enchantment with no immediate board impact is unplayable; aggro and midrange decks there need payoffs that matter the turn they land. Oathbreaker could support it in a Warrior-themed build, but the 20-life format moves fast enough that the delayed draw often comes too late.
