Atog is banned in Pauper, which is the one place it actually dominated — cheap artifacts and Fling made it a consistent kill machine at common rarity. Everywhere else it's legal, but Modern and Legacy have long since left a vanilla 1/2 behind unless you're building around it specifically. Commander gives Atog a genuine pass: the singleton format slows the combo pressure that made it oppressive, and commanders like Jaws, Relentless Predator create the artifact density needed to make the sacrifice payoff worthwhile.
