Zurgo, Thunder's Decree card art
Zurgo, Thunder's Decree lands as a 3/2 that deals 2 damage to each opponent and their planeswalkers the moment it enters, then keeps dealing that 2 damage every time another creature enters under your control — all for three mana. That front-loaded ping plus persistent drain engine is exactly what Zurgo Stormrender decks want out of a three-drop, and at this cost there's no reason to debate it.

Commanders with the highest synergy

01
Zurgo Stormrender

Zurgo Stormrender

42.9% of decks · synergy 0.36

Zurgo Stormrender's triggered ability creates a steady stream of creature tokens, and each one feeds Zurgo, Thunder's Decree's damage trigger — every Goblin or Spirit that enters becomes a free ping across the table, turning a token engine into incremental life-loss that compounds over a long game.

02
Neriv, Heart of the Storm

Neriv, Heart of the Storm

28.3% of decks · synergy 0.22

Neriv, Heart of the Storm cares about creatures and noncreature spells triggering separately, and Zurgo, Thunder's Decree slots in as a body that converts each subsequent creature ETB into a damage trigger, giving Neriv pilots a reliable source of chip damage that doesn't require combat.

03
Isshin, Two Heavens as One

Isshin, Two Heavens as One

22.9% of decks · synergy 0.16

Isshin, Two Heavens as One doubles attack triggers, and while Zurgo, Thunder's Decree's drain fires on ETB rather than attack, it gives Isshin lists a low-cost body that deals immediate impact damage on arrival and punishes the wide boards those decks tend to build.

Commander is where Zurgo, Thunder's Decree does its real work — three opponents and their planeswalkers means the ETB alone deals 6 damage on arrival, and in a token shell that number climbs fast. In 60-card formats like Modern and Pioneer, the trigger only hits one opponent at a time, which makes the math far less impressive against faster, more linear decks. Standard lists that lean on creature synergies or aristocrats-style drain could use it as a budget roleplayer, but the 3/2 body won't trade favorably for long. Legacy and Vintage have no room for a three-mana 3/2 with incremental drain, full stop.

Price Context

Current price

$0.35 bulk tier

At $0.35, Zurgo, Thunder's Decree is deep bulk — cheap enough to pick up without a second thought for any deck that wants it. Bulk rares with strong Commander synergy can creep up if the relevant commander spikes in popularity, but at current prices this is a no-brainer inclusion rather than a speculative buy.
