Commander is the only format where Prava of the Steel Legion is genuinely impactful — the card is purpose-built for multiplayer go-wide strategies where vigilance on a token army blocks multiple opponents while staying on offense. In Legacy and Vintage, where Prava is technically legal, there is no meaningful token-go-wide archetype that wants a four-mana do-nothing-alone creature when faster and more redundant options exist. Oathbreaker has the same structural problem as 60-card formats: the lower life total and smaller game count compress the timeline enough that a four-mana support piece rarely justifies itself. Treat Prava of the Steel Legion as a Commander card through and through.
