Rin and Seri, Inseparable is a Commander card first and almost exclusively — the four-color identity is trivially accommodated in EDH but awkward or outright prohibitive in 60-card formats where fixing that many colors is a real cost. In Pioneer and Modern, a four-mana legendary that does nothing until you cast another spell is too slow and too conditional against the removal density of those formats. Legacy and Vintage are legal but pointless destinations; nothing about the card's rate justifies competing in those environments.
