In Legacy and Vintage the enchantment is too slow and too narrow — those formats don't lack for ways to generate value from tap abilities, and a three-mana aura with no immediate impact doesn't make the cut. Modern has the same problem; synergy decks there operate at a speed Aura of Dominion can't match.
