Aura of Dominion is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but in practice it lives almost exclusively in Commander. In Legacy and Vintage the enchantment is too slow and too narrow — those formats don't lack for ways to generate value from tap abilities, and a three-mana aura with no immediate impact doesn't make the cut. Modern has the same problem; synergy decks there operate at a speed Aura of Dominion can't match. Commander is where it belongs: multiplayer games run long enough for the untap engine to compound, and the format is full of commanders whose tap abilities beg to be copied three times in a turn.
