Kess, Dissident Mage is the card's natural home in Commander, where she leads Grixis spellslinger and control shells as a commander and does the same work in the 99 of any Grixis deck that wants graveyard recursion. In Legacy and Vintage, she's legal but competes for the four-drop slot against much faster threats and payoffs, and the one-cast-per-turn restriction is a real ceiling in formats where games rarely go long enough for her to recur more than once.
