Commander is the only format where Inalla, Archmage Ritualist is doing real work — she's legal in Legacy and Vintage as well, but a five-mana legendary creature isn't competing in those 60-card environments and sees essentially zero play there. In Commander she pulls double duty: she can sit in the command zone as the deck's engine, or slot into the 99 of any Grixis Wizard-tribal build that wants the eminence trigger without committing to her as the face. Oathbreaker is technically legal, but at five mana she's too slow for that format's compressed game length.

Cheaper options that do most of the same work
No single card replicates what Inalla, Archmage Ritualist does — the eminence clause is unique — but Arcane Adaptation or Conspiracy can extend the Wizard type to your whole board, letting other tribal payoffs pick up some of the slack. If the goal is token doubling specifically, Panharmonicon doubles the enters-the-battlefield triggers your Wizards generate, though it won't replace the speed or the infinite-combo ceiling Inalla provides.
