Expropriate resolves and you either take an extra turn for every opponent who voted Time or steal a permanent from every opponent who voted Money — often both. Nine mana is the cost, and the question isn't whether it's worth it; it's whether you can cast it twice with Panoptic Mirror or dodge the mana requirement entirely through Narset, Enlightened Master.

Expropriate is legal in Commander, Legacy, and Vintage, but banned in Oathbreaker — which tells you everything about how warped the spell is when your commander can reliably put it into play for free. In Legacy and Vintage it sees virtually no play; nine mana is a non-starter in formats where the game ends on turn one or two. Commander is where Expropriate lives, because the format's slower clock and political voting dynamic occasionally produce a vote split that feels fair even when the outcome isn't — and because blue ramp and extra-turn loops make nine mana reachable by mid-game.
