Collective Blessing is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it only sees meaningful play in Commander. At six mana, it's simply too slow for any 60-card format where the game is often over by turn four — no Modern or Pioneer go-wide deck wants to spend that much mana on an enchantment when Heroic Intervention and Craterhoof Behemoth exist at similar or lower price points. In Commander, the math changes: six mana is reachable by mid-game, and a permanent +3/+3 across a wide board is a repeatable threat multiplier rather than a one-shot pump. It's best in token-centric or vanilla-creature decks where bodies are already stacking up before turn six.
