Commander is where Impact Tremors does its best work: three opponents means every ETB trigger deals three damage instead of one, and token-doubling effects that are common in the format turn a modest enchantment into a game-ending engine. In 60-card formats like Modern and Pioneer it's legal but narrow — creature-token strategies exist, but Impact Tremors faces stiffer competition from direct damage payoffs that don't require a board state. Pauper is the one non-Commander home where it genuinely thrives, pairing with token spam and goblin synergies in a format too low-powered to answer a two-mana enchantment cleanly.
