Ovika, Enigma Goliath turns every noncreature spell into a board — cast an instant or sorcery and you're getting a wave of 1/1 Phyrexian tokens scaled to that spell's mana value, which snowballs fast in any spell-heavy shell. The cost is seven mana, which is real, but Veyran, Voice of Duality and Magnus the Red both treat that price as acceptable given what Ovika produces the moment it resolves.
Best Commanders
Commanders with the highest synergy

Magnus the Red
Magnus the Red copies instants and sorceries, and every copy Ovika, Enigma Goliath sees triggers another token flood — the two commanders don't just stack, they multiply each other's output spell by spell.
Ashling, Rekindled
Ashling, Rekindled casts spells from graveyards and opponents' libraries, giving Ovika, Enigma Goliath a constant stream of noncreature spells to convert into tokens without spending cards from hand.

Neera, Wild Mage
Neera, Wild Mage randomly casts high-mana-value spells for free, and Ovika, Enigma Goliath converts those free casts into proportionally massive token swings — the higher the accidental hit, the bigger the army.

Brudiclad, Telchor Engineer
Brudiclad, Telchor Engineer wants a critical mass of tokens to copy into something threatening, and Ovika, Enigma Goliath can fill the board with Phyrexian tokens in a single spell-heavy turn, giving Brudiclad exactly the fodder it needs.

Kasla, the Broken Halo
Kasla, the Broken Halo rewards casting spells with counters and value, and Ovika, Enigma Goliath adds a token-generation layer on top of that engine, converting each Kasla trigger into board presence.

Commander is where Ovika, Enigma Goliath belongs — seven mana is acceptable in a 40-life multiplayer format where a single resolved Ovika can produce enough tokens to close the game across multiple spell casts. In Modern and Pioneer, seven mana is a near-disqualifying cost; there's no realistic shell that wants to wait that long for a payoff that doesn't win on the spot. Legacy and Vintage have the fast mana to theoretically cheat it into play, but there are more efficient finishers at every point on the curve. Oathbreaker is a reasonable home if you're pairing it with a cheap signature spell that immediately triggers the token ability.
