Commander is where Ovika, Enigma Goliath belongs — seven mana is acceptable in a 40-life multiplayer format where a single resolved Ovika can produce enough tokens to close the game across multiple spell casts. In Modern and Pioneer, seven mana is a near-disqualifying cost; there's no realistic shell that wants to wait that long for a payoff that doesn't win on the spot. Legacy and Vintage have the fast mana to theoretically cheat it into play, but there are more efficient finishers at every point on the curve. Oathbreaker is a reasonable home if you're pairing it with a cheap signature spell that immediately triggers the token ability.
