Commander is where The Locust God does its best work — a 4/4 flier that generates a board from card draw is a legitimate threat, and the command zone recursion means opponents need exile effects rather than simple removal to answer it. In Legacy and Vintage it's legal but too slow and too fragile against the countermagic density those formats demand. Modern and Pioneer theoretically allow it, but six mana without a combo payoff to close immediately is too slow to compete with those formats' clocks. Oathbreaker is a reasonable home if the signature spell is a wheel effect, since a single Wheel of Fortune with The Locust God in play can produce seven insects with haste.
