The cost is symmetry: opponents get the triggers too, so you need a game plan that abuses the effect faster than they can, or a commander like Norin the Wary who generates enters-the-battlefield events without ever swinging into danger.

Commander is where Pandemonium actually lives — the format's longer games, multiplayer life totals, and creature-heavy strategies give it room to generate enough cumulative damage to matter, and the singleton rule limits the number of players who can run redundant hate for it.
