Pandemonium turns every creature entering the battlefield into a Lightning Bolt — or a Fireball, once Polyraptor shows up. The cost is symmetry: opponents get the triggers too, so you need a game plan that abuses the effect faster than they can, or a commander like Norin the Wary who generates enters-the-battlefield events without ever swinging into danger.
