Howl of the Horde copies the next instant or sorcery you cast once by default — but raid turns that into two copies, tripling your spell for three mana when you attacked this turn. In Anhelo, the Painter and similar spellslinger shells, that's a routine setup that scales absurdly with any bomb sorcery or game-ending instant.

Commander is where Howl of the Horde does its best work — attack with any creature, then use it as a triple-spell engine on a finisher, and the game usually ends. In Legacy and Vintage it's legal but competes with more efficient copy effects like Fork and Reverberate, so it rarely makes the cut. Modern and Pioneer offer fewer broken sorceries to abuse, and raid isn't reliably online without a dedicated creature plan, making it a fringe choice at best in those formats. Howl of the Horde is fundamentally a Commander card: the singleton format rewards high-ceiling one-ofs, and a three-mana spell that can triple a Torment of Hailfire or Villainous Wealth is exactly that.
