In Commander, Fork earns its slot in any red deck that wants to double up on game-ending instants or sorceries — think extra turns, mass removal, or a killing blow to the face. Its exclusion from Modern, Pioneer, Standard, and Pauper keeps it a Legacy and Vintage curiosity outside of Commander, where its power level is real but the mana requirement of double red limits it to mono-red or heavily red-skewed shells. In Legacy and Vintage the applications are narrow but legitimate, mostly as a way to copy rituals or disruption. Oathbreaker is a natural home for the same reason Commander is — powerful sorceries are the format's backbone, and copying them at instant speed is pure value.
