Annie Joins Up is legal in every major Constructed format, but Commander is where it actually earns a slot. In 60-card formats like Modern and Pioneer the three-mana investment for a conditional copy trigger is too slow and too reliant on a critical mass of legendaries that those formats don't consistently support. Standard is the one exception worth watching — if a Standard environment is dense with legendary creatures, the card can generate real value in a legends-matters shell. Legacy and Vintage have access to enough broken legendaries that the copy trigger can theoretically go infinite, but neither format is desperate for this effect at three mana when faster options exist. Annie Joins Up is a Commander card first, a Standard role-player second, and a curiosity everywhere else.
