The Flesh Is Weak wipes all -1/-1 counters off your creatures at instant speed — a clean board reset that costs you nothing in permanents. The catch is that it only exists to answer your own counters, so unless you're running Inquisitor Greyfax, Kormus Bell, or another engine that loads your board with -1/-1 counters deliberately, this is a dead card.
