Sanctum of Eternity is a Commander card in every meaningful sense — the mechanic of bouncing your commander is a concept that only exists in a format with a command zone. In Legacy and Vintage it's technically legal but sees no play, since those formats don't run commanders and a colorless land that taps for colorless with a conditional activated ability offers nothing competitive. Oathbreaker is the one non-Commander format where it has a real home, since the planeswalker-as-commander structure creates the same bounce-and-retrigger opportunities. Erratic Portal does much of the same work — it bounces any creature, including your commander, for one mana, though it's a colorless mana sink rather than a land, which means it competes for spell slots instead of land slots.
