Cast Through Time gives every instant and sorcery you cast rebound — meaning every spell fires twice for free — and that effect is permanently on the board for any opponent to read and respect. Nine mana is a steep ask, but the turn it resolves, even a cantrip becomes a two-for-one, and a Venser, Shaper Savant bounce becomes a guaranteed two bounces with no additional mana spent.

Cast Through Time is a Commander card through and through — the format's slower clock and multiplayer card-advantage arms race are exactly the context where paying nine mana for a permanent rebound engine is defensible. In Legacy or Vintage, nine mana is a game-losing tempo investment when the opponent is killing you on turn one or two, and Cast Through Time sees essentially zero play in those formats for that reason. Modern is technically legal but the same logic applies: the format is too fast and too efficient for a nine-mana enchantment with no immediate protection. Commander is where it belongs — drop it in a spell-heavy deck and every subsequent turn is a doubling of your output.
