In Legacy and Vintage it's technically legal but sees no meaningful play; four mana for a non-disruptive creature goes nowhere in formats that decide games on turns one through three. Modern is the one constructed format where Rhox Faithmender has shown occasional fringe interest in dedicated lifegain shells, though it's firmly a casual pick even there. Oathbreaker is a reasonable home for the same reasons Commander is: the life totals and slower pace let the doubling effect accumulate into something decisive.
