Psychic Puppetry taps or untaps any permanent for a single blue mana — and the splice-onto-arcane rider means every subsequent arcane spell you cast can rebuy that effect for free. It's narrower than Dual Casting but cheaper, and in the right shell it does real work for almost nothing.

Psychic Puppetry is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it only earns a slot in decks that either abuse untap loops or run enough arcane spells to make splice relevant. In Commander, it shows up in Yeva, Nature's Herald or Isochron Scepter shells that want repeatable tap/untap at instant speed; the splice text is often irrelevant there, but the base effect is clean enough to carry the card. In Pauper it's more interesting — arcane synergies are denser at common, and splicing Psychic Puppetry onto a chain of Reach Through Mists can generate real advantage. Legacy and Vintage have no reason to touch it; one mana for tap-or-untap doesn't clear the bar when the competition is Force of Will and Mox Sapphire.
