In Commander, Petals of Insight is a combo piece first and a value spell second — the ability to recast it indefinitely with enough mana turns it into a draw-your-deck line or a way to arrange your entire library before a kill. Pauper is where it quietly overperforms outside Commander, since the common card pool lacks the busted cantrips of other formats and a repeatable library-sorting effect has real legs in slower blue builds. Legacy and Vintage have no interest in a five-mana sorcery when one-mana cantrips dominate, so Petals of Insight is firmly a bulk-bin card in both.
