In Legacy and Vintage she's legal but irrelevant; four mana for a non-combo creature that doesn't immediately win the game doesn't meet the bar in those formats. Modern gives her room to breathe in theory, but green creature decks there lean on one- and two-mana threats that don't need flash enablement, so she sees essentially no play. Oathbreaker is the one non-Commander format where she could plausibly see a niche role as a spellbreaker, but the card pool is narrow enough that she's still primarily a Commander card.
