Commander is where Portal of Sanctuary lives — the ETB-matters density in the format is high enough that a free, repeatable bounce engine earns its slot in a wide range of decks. In Legacy, Modern, and Pioneer it's legal but competes with far more efficient interaction, and the payoff requires building around it in a way those formats rarely reward. Oathbreaker shares enough of Commander's singleton ETB texture that the card is playable there too. Outside of dedicated ETB loops, Portal of Sanctuary is a Commander card.
