In Legacy and Vintage, the seven mana cost and the need to cast it from hand (not reanimate it) make it strictly worse than other reanimation targets that don't threaten to kill you if a Restoration Angel blinks it unexpectedly. Oathbreaker is legal but the 60-card, faster format rarely wants a seven-mana creature with this many hoops.
