The cost is real: five mana in three colors is a steep ask, and the payoff lives or dies by how well-stocked graveyards are when it enters.

Commander is where Mimeoplasm, Revered One belongs — graveyard density is high, games go long enough to cast it, and the format's singleton structure means opponents are constantly discarding, milling, or sacrificing unique threats for it to copy. In 60-card competitive formats like Modern and Legacy, it's too slow and too dependent on setup to compete with the format's threats and interaction, and Kami of Whispered Hopes puts the five-mana bar in sharp relief when faster value engines exist.
